The European Migration Network (EMN) is enabled with the assistance the Berlin Institute for Comparative Social Research (BIVS). BIVS was selected in November 2003 as a co-ordinator to assist in the preparatory phase of the network´s development.
BIVS provides assistance to the Network Members, as well as expertise in further developing, managing and co-ordinating the network. It also contributes to the comparability of the EMN´s analysis and research activities.
BIVS is a research centre specialising in immigration, refugee protection and ethnic relations for over 25 years. It has systematically documented information relating to migration issues with the help of electronic data processing since 1986. With 260,000 titles, it is among the largest centres of documentation on migration and ethnicity in the European Union.
The conceptualisation, design and development of the information system was in the jurisdiction of the Computation and Information Structures Group (CIS), which is part of the Technical University Berlin. Since 2006 European Dynamics has been responsible for the further development and maintenance of this system.

Currently, no EMN Co-ordinator is appointed. Once any legal base for the EMN is established, it will then be possible for an EMN Co-ordinator to again be appointed (through an Open Call for Tender). This appointment is expected in early 2008.
